Not "uninhibited", but "more than zero", with a focus towards "enough services" and maybe some "economic diversification".
Also, if the plan is "no growth", then let's make that a formal position statement instead of forcing all development to die death by a thousand cuts. There's all this language in the codes that suggests development is possible -- if it's not, we can simplify the codes and save some tax dollars.
