It seems like an end-around to side-step enviro-wackos, who would tie up any new development with endless wrench-throwing.
I have no idea what plans the Navy has, or will make for power and water in remote sites, or in the event terrorists take out infrastructure.
France has embraced nuclear power, and could probably be relied on to do the reactor(s). Triple-hulled vessel with nuclear-powered electrical generation/desalination plants on board that can be driven, parked and operated where/as needed as a result of expansion, mass migration, drought, infrastructure destruction etc.

You may recall a post I made during the last eruption, that FEMA could purchase some out-of-service cruise ships (there are a lot available) and use them to shelter, feed etc., those displaced by the eruptions. Somebody opined that it would never work because, in part, those displaced Puna-persons would rather sweat than be in A/C.
Obviously, these are long lead-time projects, but it all starts with an idea.
