There should be fewer fake service dogs, horses, etc in stores since a new law already went into effect this year:
Starting Jan. 1, anyone who misrepresents their pets can be fined between $100 and $250 for their first violation. People can be fined $500 or more for a second violation and each thereafter.

Pity the fool who walks into Walmart with a fake service dog AND the critter drops a tootsie roll. $250 for impersonating a service dog + $500 for littering. That could be one expensive shopping trip.
