Well, there were concerns raised and calls for more oversight and accountability all the way back to the first and second telescope in the early 70s. It's not like any of this is actually new if you've been paying attention. These complaints shows up in local papers at that time and recent books on the subject such as:
Stairway to the Stars: The Story of the World’s Largest Observatory
In regards to the early construction of the Canada-France-Hawaii (second) telescope in 1974: "Environmentalists, hunters, and a number of others began objecting to the development of the mountain. A 'master plan' was called for." (pg 45)
