Mauna Kea was rejected as the site for TMT 15 years ago, it was planned for atacama which is still the backup plan and the most likely site.
The TMT was always planned for viewing the sky from the northern hemisphere. The backup plan for the TMT is the Canary Islands in Spain, as that location, like Mauna Kea, is in the northern hemisphere. The VLT is already built and operating as a large optical telescope in the Atacama desert.
