If that lot is zoned AG Quinn could put up multiple buildings of less than 600 sf and he doesn't even need building permits. Get an easement across the property to the rear and block the driveway on Hwy 130.
BTW having that driveway apron on Hwy 130 means nothing unless there is an existing recorded easement.
