You guys don't seem to grasp the concept of "planned development"
All development is predicated on the availability of land which can be developed.
Planned development is a system under which certain landowners are given the possibility of development while others are not. This creates an artificial scarcity which puts development beyond the reach of some businesses.
There are certainly other (and perhaps "more appropriate") places for Puna Feed to build a new store -- that doesn't mean they are available or affordable.
Puna Feed is being priced out of Puna. We will, however, get some more coffee places and fast-food chains. How very "agricultural".
