It’s a spoof number, or fake number.

Robocallers have discovered that if they target victims with a more local looking number there’s a better chance they’ll pick up. The calls are generated by computer, VOIP, so they can insert any number into the caller ID. Most of the time you can’t call back because once they rip you off they don’t want you asking for your money back. Occasionally they will use a legitimate working number that belongs to an innocent person not connected to the scam - - and that person will have no idea what you’re talking about when you reach them..
