"The two that aren't are the Caltech Submillimeter Telescope (CSO) and the UH Educational Telescope. The CSO is currently going through the EIS process and they hoped to be finished sometime this year, although they've run into a glitch, so may be delayed by a few months. After that, dismantling is expected to take about one year."

Do you by any chance know what the "glitch" is on the CSO & what entity is financially responsible for the dismantling of each ? ...
.Was there an agreement in the lease to return the environment to a state as previously found prior to construction?
