yep, to a certain extent...State, UH, garner huge amounts of money generated on ceded lands which they manage for a fee...left overs are given over to OHA which gives to DHHL...that is how I see it to be, if different please correct me.
Who oversees the State or UH to be fair on the split?

eta...once resolved, who will oversee the new OHA?
