I found the disconnect between the dots of interest:
Dot 1: progressing from a vacant lot to a fenced-off collection of tents and makeshift structures built on a concrete foundation. “There’s more and more people there now
Dot 2: using hammers and power tools for some unclear purpose.
Maybe we need CSI-Hilo on the case. If necessary, I know some on-island Scots should the County want to set up a branch of Hilo - Scotland Yard.
