You may need a high end VHF antenna to get the 13's. I remember starting out with a UHF and having to upgrade it to UHF+VHF to get all the channels. I got free advice from the company that sold me the antenna. They specifically recommended against buying an amplifier saying it wouldn't help in my situation and just waste my money.
This is the exact antenna I have (though its a newer model), however I am in Orchidland so I do not know if it's the best for you. I do get every TV channel except the ones broadcast from Kona.

Also to get the best reception I had to toss a cheap coax I got from HD or Walmart and buy a quality shielded cable. Before you spend more money you might want to spend some time adjusting aim. And don't forget you have to rescan on your TV/tuner every time you move the antenna even a little bit.
