The resolution through civil disobedience would be for the protestors to be arrested, go to jail, get out, and build enough of a movement to occupy spaces on various Ceded lands (airport, Walmart, etc) and be arrested repeatedly and en masse and challenge the cases until the courts took action and forced DHHL/OH/Sate legislature to live up to the legal obligations in the State Constitution. This preserves both the Rule of Law and addresses the underlying issues all within the current framework.
Another option would be to pursue Federal Recognition and negotiate for the return of previous held lands. Again, legal solutions to legal problems.
What is happening up there is not civil disobedience - it's lawlessness. Let's see how many people are inspired in the future to take the law into their own hands when they disagree with it.
