The likely next step is a appeal to the U.S. Supreme Court as HHCA is a Federal Act administered by the state. That's when it will get real interesting as to investigating the management of these lands by the state (DHHL), although that would likely be several more years away.
As an aside, I would also note that the original intent was for Homestead lots, not 4/2's with county water and pavement. Would be much easier to achieve the intent of the act (returning people to the land) if Homesteads were actually being created instead of mainland subdivisions (28,000 on waitlist currently x $100,000 DHHL provided house construction average -> minimum ~$3 billion cost)
