Perhaps the plan is to just wait and let the weather this winter do the job of nudging the protesters off the mountain.I can't imagine living up there during the winter.
Another avenue the state could explore is blocking Saddle road on both sides and allow traffic to come down the mountain but allow no one up.After a few weeks of not being able to provide food and water and being able to service the porta johns could result in the protesters either giving up or starving to death.
Problem solved !
