contraflow setup/teardown crew
Since the crew is trained for a specific task, positioning cones, then picking them up after the morning rush hours, wouldn’t it make sense to take advantage of their skills elsewhere? I propose after they finish work on Highway 130 they drive up Saddle Road and cone the Mauna Kea Access Road from noon until 6 PM, Monday through Friday, with one lane provided for protestors and their lawn chairs, one for drivers headed up the mountain, one for coming back down. Contra-protest-flow lanes.
