How is that costing millions of dollars?
Most of the current estimates put Hawaii County police overtime at $3-$4 million. Not included is everything else, which is substantial, DOCARE, Honolulu police, equipment purchases prior to the start date (with the expectation of protests), Honolulu freeway slowdowns and convoys, and possibly time spent by government officials on the situation.
An argument can be made some of those costs are baked into salaries of government officials or on duty emergency workers, for example, when a fisherman is lost at sea the cost for Coast Guard time, equipment, and crew is usually estimated even if they were on duty at the time anyway.
