First of all I have never heard of property in Puna being "sold at a discount". Please explain.
I have heard the argument that land in Puna is cheap and one should not expect things like road standards and maintenance. However I will point out that all or most of the county roads receiving standards and maintenance existed before statehood and were "cheap land" at the time and unpaved until such time as the county formed and road standards, paving and maintenance were applied.
The fact is that 40% of the roads in the County of Hawaii are "substandard" and were all, at the time of their subdivision approvals from the County Board of Supervisors, in violation of subdivision standards in effect at the time. The lack of maintenance and substandard roads are a creation of the County of Hawaii and the County of Hawaii is solely responsible.
