It's a pretty wide mix of recipients for the 2.2 trillion dollars, although this isn't the entirety of the bailout efforts either (airlines lining up as we speak). The $1200 does look a bit like "bread and circuses" for the masses comparatively, but you do need to keep businesses large and small afloat as well if you want to treat this as a economic pause and not a complete reset with the government having to be the primary income source for most people (FDR WPA programs? UBI?)
