Home Occupation is easier, but either permit involves filing papers and paying fees and giving neighbors the opportunity weigh in so the Planning Commission can mull. It doesn't matter if you're 1099 or W2, making money in the privacy of your own home requires a permit, even if your customers never visit you there and you don't accept deliveries for your business.
