All the Puna subdivisions (except for parts of Nanavale and Tangerine Acres and a bit of Pahoa-town) are zoned Agriculture.
Many of these Agricultural lots are taxed at the higher Residential rate so that County can claim they "didn't raise property taxes".
Some subdivisions have "residential-style" CC&Rs; some associations even make sure the CC&Rs are enforced.
