It's admirable, ScottEF, that you're thoroughly investigating all aspects of a future real estate purchase. I live in HPP. Find a subdivision you like based on neighbors, lack of crime, and any amenities you find useful. If you find two or three subdivisions that fit the bill, use the HOA fees and effectiveness as a tie breaker.
