They've known about this new strain since September. They originally weren't worried about it because there are several mutated strains out there and there was no cause for alarm. They just discovered it was 70% more infective in the last few days so suddenly it's an emergency. They also discovered it has 17 mutations which was a lot more than they were expecting.
