What happened to public notifications ?

Getting Nixle alerts for lower Puna is rare. There have been examples in the recent past where H-130 is blocked due to an accident and no Nixle alert is issued while at the same time you get a Nixle alert for a new one-way system in Hilo or who won the recent HPD basketball match.
