If I understand your argument correctly, we should have no opinion one way or the other until all/some/more of the facts are in?
That may be good advice if time were not of the essence, but often timing is everything. And critical, for instance Hitler & WWII. In other cases it's how humanity moves forward despite certain dangers:
* Lewis & Clark (and everyone else) traveling into uncharted territory
* Breaking the sound barrier
* Launching a person into space
Are there dangers in moving forward with the vaccine? Yes. Were there dangers in doing nothing? Yes. Does someone pick a point somewhere along the developmental timeline when to proceed with distribution in the general population? Yes. Do people argue incessantly about whether that point is too early or too late? Yer darn tootin'.
