Proposal:
Since a (somewhat) unexpected revenue windfall will arrive, why not use it to reverse all of the tax increases from unexpected revenue shortfalls?

Federal taxpayers paying back themselves as lesser taxed state and county taxpayers.

Damn... very good idea. It's too good of an idea for them to actually do it though.
