It's only going to be "expensive" because County will insist on a traditional centralized plant, which will require miles and miles of plumbing with "booster pumps" to follow the terrain. Cheaper alternatives will probably not be considered.

Frequent "overflow" dumping is a good point, as is the overall disrepair of the Hilo treatment plant.

On the plus side, once the Puna subdivisions are upgraded with paved roads and sewer lines, property values will skyrocket, and there will be more than enough tax revenue to cover the cost of the upgrades.
