A bridge too far (out)

If you look at the picture Obie posted of the artist rendering of the new bridge, it’s a two lane bridge going north and south with the 3rd lane being for north bound traffic to turn left on Haihai street.

Which makes sense. 

Now, how does one replace a one lane bridge and at the same time keep “One lane will be open at all times during construction?”
