I came to the same conclusion for HPP and many other dysfunctional subdivisions created all over the County. Not only the roads but also much of the other infrastructure - especially sewers. But it would certainly bankrupt the County and probably the State. Even today this County has fewer restrictions and requirements when it comes to creating new subdivisions vs. the other Islands.
