I’m sure you can grow a fair amount of food on 1/10 of an acre, I get a good amount out of my greenhouse. But isn’t that different than the county zoning land for agriculture? Which implies some form of agricultural production, with income? HPP proves it’s not required, but the ag exemptions for real estate tax purposes have tightened over the years, now you need to show excise tax license and sales records to qualify.
I’m sure the county can compartmentalize the definitions when it suits their enforcement preferences.
