Aloha. I have no idea where your property is located or what kinds of county amenities (water, sewer, county serviced roads) you may be receiving.
HPP, like many (pretty much all) of the Puna subdivisions recieve no such amenities from Hawaii County at all. Puna subdivisions pay for their own road maintenance, supply their own water, and will (if they haven't yet) need to (rightfully so) change over antiquated wastewater systems (cesspools) which Puna owners will also pay for.
The public offering for HPP (approved by Hawaii County) required nothing to be supplied except private roads.
If Hawaii County ever decides they want to start charging Puna subdivisions non-ag property tax rates, then the County better start providing Puna subdivisions with the same amenities that Hilo, Kona, Waikaloa, and others receive.
