Once I waited 6 months for my state tax refund, around 2008. I called four times, nobody cared.
Another time they forgot to order check printing paper, and I waited two months because of their mistake.

Back in 2009, both my husband and I had gone thru a dispute with some income being earned and taxed between Hawaii and California for over 6 years, with California not agreeing with the way we filed our taxes for those years, thus turning what should have been modest refunds for each year into a gargantuan payment for each year.
Anyways, after a long-drawn-out legal affair that was culminated in our "WIN" thus requiring the original refunds to be paid to us plus interest, we were rewarded with California issuing us a 180-day IOU for each tax year instead of checks!
At any event, I don't think paying any employee the wages due on time every time by any employer is a task that's difficult to master in today's age of virtually instant everything.
