What I find strange is that when in Hilo, HPP, or anywhere you can't drive very fast, people are polite and let people turn left even when they really shouldn't (look in your mirror and see how many people you are holding up). Once on the highway, especially 130, all that goes to hell: vehicle turn signals stop working, and it becomes a race to see who can block who when the road narrows.
Not when both vehicles are traveling at 45 mph in both lanes on the highway, even if the speed limit is 55.

That is part of the problem and can actually make congestion worse.
More traffic (capacity) can pass per hour at 55 then 45.
