Fireworks in Hawaii on New Years Eve is completely a cultural norm to Hawaii. In this case, that cultural norm got way out of hand. And this is not the first time it got way out of hand. Just the first time it became a tragedy.
"Governor Green humbly asks that people with illegal fireworks turn them in"
"Always start with diplomacy."
Maybe the Gov might consider the same approach with the meth epidemic and users?
