I am cleaning gnats from my screens. I detest this chore, so I will take a minute to give you the short answer. 

Instead of showing up at a committee meeting and saying "I haven't thought of anything," (these members were tasked with researching and suggesting funding streams) I would suggest that HPPOA first start with a Funding Model and research how OTHER non-profits (who do not just collect mandatory, restricted road fees) support their non-profit activities. A plan is always a good first step. Unfortunately, HPPOA does not seem to believe in planning.
