The mailboxes were provided free by the USPS.
This is unheard of.
All HPP had to do was provide the sites.
This donation of CBU's and installation cost the USPS several million Dollars.

Not a "donation." A rope around owners' HPP Owners' necks. 

Once HPPOA accepted those boxes "on behalf" of all owners, and put HPPOA in the "mailbox business," they committed all HPP Owners to fund the maintenance, replacement, security, etc., of those boxes. And HOW will this be accomplished? 

Answer: Using Restricted Road Fee Money and volating Deed Restrictions
