Roads Are Easements Not Planned Communities Or HOAs

Parking lots, just like driveways, are not roads. The County does not use their road budget to pave Walmart, Safeway, or any Hilo business parking lot (unless it's a County business).

Isn’t the HPP Community Center parking lot paved? Presumably with road maintenance funds? Precedent?

Also, I don’t believe Patricia answered my question about whether she believed there was room for additional mailboxes on the existing roadside sites. If not where would additional mailboxes be placed? Or is the solution no additional mailboxes?
