Roads Are Easements Not Planned Communities Or HOAs

Parking lots, just like driveways, are not roads. The County does not use their road budget to pave Walmart, Safeway, or any Hilo business parking lot (unless it's a County business). 

But then again, refresh my memory, but who is expected to put up 50ish million for a park?

If we are going to measure "bangs for bucks" paving Walmart's and Safeway's parking lot just might be the better expense.
