It should be in the bylaws or a policy, not just in minutes and the Conch. Unfortunately, it is making up what you want it to be. Road fees are also for “safety”, just like speed measures, signage, etc. we can’t have it only the way some people define it. Play like I’m from Missouri. Show me please.
