Is it your contention then Patricia that HPPOA is NOT "publishing" The Conch, or "mailing" The Conch?
At any event, regardless of your contention of The Conch being either published or mailed or both, what you are then saying is that a court has already ruled that the use of "road funds" is acceptable and can be done to publish and mail a newsletter.
