How about using some of that excess HPP road money

That's the issue, Punatang, there is no excess road fee money. There will always be road issues and always road projects that will need to be done. So, unless the roads are perfect, which they will never be, all Restricted Road Fee Money is supposed to be kept separate and used solely for roads.

That said, if HPPOA and their members wish to fund other projects, they are completely within their right to do so- as in, charge membership dues (which HPPOA currently does not). 

However, if HPP owners do not wish to pay membership dues and fund other projects that are not roads, HPP Owners are not required to do so.This is why HPP Owners have the right to choose or decline/relinquish membership.

Isn't the HB association an actual HOA? I believe that association has actual CC&Rs which are filed with the Burea of Conveyances.  Unlike HPPOA.
