Seems reasonable to me. If you aren't using the easements, then why should you pay for maintenance/improvement? You would have no legal obligation to do so.

Let me know when you get to that point and how/if your negotiations with HPPOA work out. So far they haven't shown any willingness at all to work WITH HPP owners when what owners want does not suit them- and they seem to change/forget law whenever it is convenient for them.
