With an "owner-builder" permit, you can still hire it all done, you're just not required to have an official contractor as one of the folks you hire. We hired a mainland contractor who doesn't have his Hawaii contractor's license yet so it's the best of both worlds. Relatively inexpensive cost and experienced builder.

FWIW, the financial side of building a house is possibly more critical and difficult than the actual construction of it. Should financing be involved and to keep the timelines from becoming critical, if you were able to do everything up to the permit acquisition without financing, that would make the whole thing easier. Getting a permit can take anywhere from six weeks to a year and a half or even possibly longer. Depending on how the loan is set up, the long delay in permit acquisition could be pricey.
