If you were as smart as you think you are, you would know that A.I. is biased towards responding to your questions and prompts based upon your previous interactions. You wanted A.I. to give you an answer based upon people don't have more kids to gain more welfare, so that is what you got.
Be nice and polite to it and it will be polite back to you. Be mean and nasty and it will respond the same.
