While I agree that Joy San Buenaventura, in her capacity as a Hawaii State Senator, representing the Puna District 2 would be a good start to help with the issues you have presented, I would think she would already be doing that to some extent. And while she is an attorney, her primary area of practice was/is personal injury litigation, so, as a standalone attorney, while it would certainly help, would more or less be the same as my issue.
The attorney your issues describe would more or less require someone well versed in tax law, civil rights law, governmental law, commercial zoning law and environmental law, to name a few. Using an attorney just with the title attorney without understanding how most attorneys specialize in distinct areas of the law can get quite expensive as generally, an attorney faced with a client who needs to be represented in a legal issue in an area outside his/her expertise, would simply bill for their hours expended finding another attorney who does specialize in the area of law needed, and then you end up paying two attorneys, which is the last thing any type of organization being established that lobbies for and represents Puna in these manners needs. Having the wrong attorney representing one's legal needs for example, an attorney who specializes in tax law representing you on a murder charge or putting it another way, something similar to having a mainland haole transplant thinking they are entitled and qualified to use the term "Turtle Island" is not a real good idea.
And as another suggestion, you may wish to start a new thread of your own on this important subject matter if that's what you're interested in. I'd hate to see you be called out about thread titles and straying off the farm and all that. Wastes way too much of your time!
At any event, good luck!
