It can do targeted messages even to specific cell towers. Yes, I signed up for it because when I am in the Austin house, tornadoes and severe thunderstorms are a bit of a "thing". However, I am not in Austin today, so just wanted to know if other Hawaii folks got the call. Maybe someone tried to pull off a Hawaii Special Ballistic Missile Inbound test?
