That is all part of the program Jules. Have you been paying any attention, at all? Only noticing things from one "side". A denial or two is just the process to make the ultimate corruption have a thin veil of propriety which is all that is needed to fly over the heads of the BS gang. There is no time for JERA to get this all approved, build it, and operate it for long enough to be profitable unless:
A) Josh and Mark are lying about how long past 2045 (let's get real here) this thing is going to be burning fossil fuel and boiling the ocean water with heat and carbon and pollution and things, in our beautiful Hawaii.
B) The no bid process eventually slides past the half asleep populace who has skimmed the"applications" and the "denials" in the headlines enough times to think it (something) already happened so "it's OK". Hey Lau Lau, it's time for our show.
C) All of the above.
