Water meters

The moratorium applies to Hawaiian Beaches, Parks and Shores (but not Shores Rec). The water company that services Beaches, Parks and Shores is at full capacity. I don't know the exact rates, but they are definitely increasing significantly.

The company has said it will be a year but I think they are being optimistic.
