I'm thinking that just the interest alone accrued on 2.2 million each year could probably give at least one full ride scholarship per year to a local student.
The stipulation:
That resident has to be born on the Big Island and raised within 15 miles of the PGV.
This way those directly impacted over their entire life will finally have a gift given back for the years of "bad air, noise pollution, traffic, etc"
Now this is all assuming that the 2.2 Million stays in there.
The difference between 1 million and 2.2 million when it comes to accrued yearly interest would be significant in putting this plan forward.
Thus, I say leave the money in and fund a local kid with the accrued interest. A gift that would keep on giving I would hope. Especially if that "kid" takes his education and comes back to Puna and helps make his community better for all.
