I also like David M's suggestions. One thing that might be interesting to add is a community rating/voting system that would allow you to easily determine when something is problematic.

This should allow members (active and lurking but signed in) to indicate that a thread is a flame or in violation of forum policy. The system can then automatically send something to the 'dog house' or alert you or an administrator. In order to prevent 'mob rule', the vote should be invisible to all others.
